Description

If you live over a certain distance from school or if your commute to school is particularly dangerous or difficult, you are entitled to school transport. If you are physically disabled or temporarily injured or sick, you also have the right to transport to and from the day-care facilities for school children programme (SFO).

Target

  • Students in primary through upper secondary school and private school
  • Students with disabilities 
  • Students who are temporarily injured or sick.

Requrements/agreement

The distance between school and your home must exceed

  • 2 km for first grade students in primary and lower secondary school
  • 4 km for first through tenth grade students in primary and lower secondary school
  • 6 km for upper secondary school students

The distance is measured from door to door and along the shortest navigable road or pedestrian and bicycle path. If you are a student in primary and lower secondary school and your commute to school is particularly dangerous or difficult, you are entitled to free school transport regardless of how far you live from school. This also applies if you are physically disabled or temporarily injured or sick.

If you attend a private school, you are entitled to school transport only within the boundaries of the municipality/county municipality in which you live.

The county municipality/municipality is obligated to provide this service, c.f. Sections 7-1, 7-2, 7-3 and 13-4 of the Education Act. See also Section 3-7 of the Independent School Act and Chapter 10 of the Regulation to the Education Act.

The county municipality is responsible for making the decision on whether you are eligible for school transport. This does not apply if you are a student in primary and lower secondary school and your commute to school is particularly dangerous or difficult. In such case, the municipality is then responsible and will make the decision on whether you are eligible for school transport.

Saksbehandling

The county municipality/municipality will obtain the information necessary for making a decision on the case. We will then come to a decision. You will normally receive an explanation together with the notification of the decision. You will always receive an explanation if there is a possibility that you will be dissatisfied with the decision. If an explanation is not included, you can obtain one by enquiring with the county municipality/municipality within the deadline for appeals to the decision.

Saksbehandlingstid

The county municipality/municipality will process the case as soon as possible. If a decision cannot be reached on the case within one month, you will receive a written message stating the reason as to why. You will also be informed of when the decision is expected to be made.

Appeal Option

If you are dissatisfied with the decision, you can submit an appeal within three weeks from the date on which you received it. Explain what you are dissatisfied with and why you believe the decision should be changed. If you need assistance, you can enquire with the county municipality/municipality. If the county municipality/municipality upholds its decision, the case will be passed on to the county governor (for primary and lower secondary school students) and the county municipal appeals board (for upper secondary school students), which will determine whether the appeal should be sustained.
